Ready is not a number. It is a list of conditions, and one of them is binding.
Equipment may be serviceable but unavailable because no qualified person is free. People may be trained but unable to work because a material is missing. Mantikon treats readiness as a set of interdependent conditions, and for every asset and unit it names the specific obstacle rather than scoring the result.

One register of conditions
Equipment, spares, qualifications, finance, deadlines and risk live in one readiness record instead of five reports that disagree with each other.
World model - 02
Name the obstacle
If a line cannot be started, the answer is a material, a maintenance task, an unavailable specialist or an unfinished approval — not a percentage.
Explanation - 03
Sequence the recovery
The council works out which obstacles unblock the others, and in what order they should be cleared for the least cost and the shortest delay.

A worked
example
Illustrative scenario, not a customer case.
A production unit reports that three assets are below the readiness required for next week's workload. The first is waiting on a part, the second on a certification that expires on Friday, the third on a technician assigned elsewhere.
The technical agent states the mandatory requirements that cannot be traded. The workforce agent examines whether the technician can be reassigned without breaking another commitment. The logistics agent checks the real lead time on the part against the stock of a neighbouring site. The economic agent prices each path. The risk agent asks what happens if the certification is not renewed in time.
The brief returns a sequence rather than a score: renew the certification first because it unblocks two assets, move the technician on Thursday, and accept a two-day delay on the third asset rather than paying four times the part's value for an express delivery. Each step names the person who must approve it.
The council never replaces an admission requirement. It explains which factors are keeping an asset from reaching the state its own rules define as ready.

Example workflows
Readiness review · maintenance sequencing · qualification and permit expiry · spare-part allocation · workload feasibility.
Evaluation metrics
Readiness rate by cause · time to clear a blocking condition · deferred maintenance backlog · share of readiness claims with a verified source.
